Preheat your oven to 425°F (220°C).

    In a large mixing bowl, combine the flour, baking powder, garlic powder, onion powder, salt, and black pepper. Whisk until well blended.

      Stir in the shredded cheddar cheese and crumbled ground beef, ensuring they are evenly distributed throughout the dry mixture.
