Preheat your oven to 450°F (230°C) and line a baking sheet with parchment paper.

    In a large bowl, whisk together the flour, baking powder, salt, sugar, and garlic powder (if using).

      Add the cold, cubed butter to the flour mixture. Using a pastry cutter or your fingers, work the butter into the flour until mixture resembles coarse crumbs.
